Many countries allow their local authorities/councils to charge a taxi operator/driver fee to drive a taxi. The licensed cars may either pick up from the street or from private residences/pubs/clubs following a phone booking.
The cars are normally mechanically and safety checked prior to being granted a license and can be spot checked later. In many areas drivers are told to dress smartly. All cars must have insurance covering public or private hire.
It appears that the uber system circumvents these checks and license laws.

He nearly made it to land on the Hamilton Estate but landed in Eaglesham,a few miles away. Lord Hamilton had his own Spitfire allocated to him by Ministry of Defence where he worked. He would fly between London and the Hamilton estate regularly.
I have always believed that Hess made an arrangement with Euro Royals, who contacted their British cousins. to either offer surrender terms or more likely,in my opinion,that Hess would bump off Hitler and then the Uk would be asked to change sides.
