The Economic laws of Supply and Demand say that if somebody can sell all or heir production to one buyer then why wait for several small ones to take the stock. Stock lying in warehouses is dead money. By buying all ,the US govt has paid a bulk purchase price at today's prices instead of waiting until they need it and have to pay more. This is Economics
However, Economics is a Social Science and when you factor into the equation which goods are being bought and sold, then one must look at why do they need so much ammo???
